The Sindh High Court has suspended the appointment of a junior clerk who had been given an additional charge as Deputy Director of Education in the Town Municipal Committee (TMC) North Karachi. The decision came during a hearing on a petition questioning the legality of the posting.

During the proceedings, Advocate Malik Altaf Javed, representing the petitioner, told the court that a man named Haneen was hired in 2009 as a Naib Qasid in Grade 1. He said the same individual was later promoted several times in a short span, from Grade 11 to 16, and eventually to Grade 17, now serving as a junior clerk.

The counsel argued that the appointment directly violated Supreme Court guidelines, which prohibit assigning additional charge to another individual when a qualified officer is already available. He added that promoting a lower-grade employee to a senior administrative post undermines the merit system and creates an impression of favoritism.

Advocate Javed further noted that the decision ignored departmental rules and the official hierarchy, calling it an arbitrary use of authority that could set an unhealthy precedent in local government affairs.

After hearing the arguments, the court issued a stay order against the appointment and directed that the position of Deputy Director of Education remain vacant until the next hearing. The bench also summoned the Secretary of Local Government to appear in person on October 15 and instructed all relevant parties to file their written responses.

The case has brought renewed attention to irregular appointments and the lack of transparency in administrative decisions within local government departments across Karachi.
