The Islamabad High Court (IHC) has ruled that anyone found involved in killing stray dogs in the capital will face criminal charges and possible imprisonment. The court has ordered that FIRs be registered against individuals or authorities responsible for such killings, which is a major shift toward humane treatment of animals in Islamabad.
The ruling came during proceedings in the case of Nelofar v. Chief Commissioner ICT and others, presided over by Justice Khadim Hussain Soomro. The case was filed by animal rights advocate Nelofar, represented by Advocate Altamush Saeed, who argued that despite prior commitments by the Capital Development Authority (CDA) to implement a humane trap, neuter, vaccinate, and release (TNVR) program, dogs were still being brutally culled.
TNVR is proven to be a humane method of stray dog population control without requiring any brutal killing.
The petitioner presented photo evidence showing dead dogs lying in a CDA truck, contradicting the CDA’s previous statements before the court. During the hearing, Dr. Ghani Ikram, an eyewitness, testified that he personally saw several dead dogs being transported in a CDA vehicle and that the driver fled the scene upon being confronted.
Taking serious notice of the incident, the IHC ordered the Director of Municipal Administration (DME), CDA, to appear in person and submit an explanation. The court also directed that all stray dogs in Islamabad must be vaccinated and cared for as per policy, rather than killed.
Most importantly, Justice Soomro ruled that if evidence of dog killings is found, FIRs must be registered against those involved.
The case has been scheduled for further hearing on October 27, 2025, with notices issued to all respondents, including the CDA and Islamabad Capital Territory Administration.
