The Pakistan Automotive Manufacturers Association (PAMA) has revealed that a majority of electric bikes have substandard and outdated batteries across the country.

According to PAMA, nearly 90% of electric two-wheelers currently sold in Pakistan run on lead-acid batteries that are falsely marketed as “graphene batteries.” The association urged the government to stop diverting EV subsidies toward such outdated technology, calling it a waste of public resources.

PAMA Director General Abdul Waheed Khan said that consumers already pay a premium for EVs despite government incentives and should not be forced to buy vehicles fitted with unreliable batteries. “Over 90 percent of electric bikes in Pakistan use lead-acid batteries coated with a thin graphene layer — a deceptive and ineffective modification,” he said.

He warned that if customers face repeated failures with these low-quality batteries, they will lose confidence in electric vehicles altogether.

Government’s PAVE Program 2025–30

The federal government has launched the Pakistan Accelerated Vehicle Electrification (PAVE) Program 2025–30, a revenue-neutral initiative funded through a 3% NEV levy on petrol and diesel vehicles. The program will provide Rs. 122 billion in subsidies, but only for EVs equipped with lithium-ion or other advanced battery technologies.

Global Battery Standards

Globally, lithium-ion batteries are preferred due to their longer lifespan, faster charging, higher energy density, and better performance.

Khan also noted that local manufacturers offer no more than 24 months of warranty on these batteries, while lithium-ion batteries typically come with warranties of five years or more. He further alleged that some vested interests are manipulating production and sales data of EVs to mislead policymakers and investors.

“Unless the government takes strict action against outdated technologies and misleading claims, Pakistan’s EV transition risks losing both credibility and momentum,” Khan cautioned.
